I'd stop with the trouble shooting and deep investigation and just get rid of the muffler. RPM loss (or gain) is dependant on engine AND muffler design.

BTW, what kind of taco did you put on the engine, and did the engine find it tasty? Perhaps you meant tachometer?

The 28,s that Henry sold only like the extra hot taco/sauce,the kind that burns you.

A Pitts muffler, or any other, should never, ever, rob an engine of 1/10 of it's RPM output. It would be considered in the ballpark to experience 100-200 rpm loss or gain. Do you have a bad one? hard to say because all the mufflers of that configuration may do the same thing, in which case yours would be right in line with the rest of them.

Either way you only have two options. Keep it and deal with the loss of performance or get rid of it for something that works better. You will not be able to fix what you have unless, and that's a very slim unless, you can hog out or modify the muffler components that cause the power loss. Port matching, exit pipe diameter, spark arrestor, exit pipe baffling, muffler volume, are all suspect. This was the reasoning behind my earlier post about trouble shooting.

Dump the junk.

hi, standard and pitts were both tuned to the maximum i could get 8500 with the standard 7700 with the pitts, both within an hour of each other same oil fuel prop etc, would cutting the pipes down make that much difference ?

No.
Accept reality. You bought a p.o.s muffler and there's no way to salvage the situation aside from getting rid of it.

Final answer.
