Default Evolution 10cc throttle arm

An Evolution 10cc gas engine installed on a Great Planes F-1 Rocket EVO. I would like to reposition the throttle arm 180 so it can line up with the servo pushrod. Theres an allan screw on the collar and a brass screw through the center of the collar which i believe is the idle needle assembly. Is there a way to reposition the throttle arm without affecting the carburetor / idle settings? Thank you in advance.

The outer sleeve can be moved around some as needed to adjust the throttle arm position. You loosen the set screw, move it and tighten the set screw back up. The low speed needle is inside the end of the throttle barrel. The outer throttle arm and its sleeve is on the outside of that.
