Default Brison 4.2 timing

I have a brison 4.2 that I want to check the timing on. I think it is off but not sure. It runs fine, but I think the top end is around 22-23 deg. BTDC. Brison recommends 28deg. What is the best and most accurate way to determine the top deg. mark. Also, brison mentioned something about the low end timing on some of the engines being to low, and having to modify the link. What can anybody tell me about this. Thanks for the help guys...
