Well can some one tell why manufacturer gives in the manual
an initial setting that it is lean? The engine manual
tells to to put the needle to 1 1/4 turn low 1 1/2 turn
high, this a rich setting for the low but for the high it is lean,
then if you start adjusting the low (per the manual) the high will go leaner
Can some one tell me if I am right??[&:]

Yes, if you lean the low needle, the engine gets leaner over the whole throttle range. If the engine is too lean above half throttle, open the high speed needle.
