F.P.E. 2.4 With Plugged Stack

Default F.P.E. 2.4 With Plugged Stack

I acquired a used First Place Engine’s 2.4 awhile back, which I have yet to run. It came with a F.P.E. muffler which has one of its stacks plugged. I surmise that this was done to raise back pressure and help the engine run better. Would this be right?
Also would this engine be powerful enough for the 27% 80 inch span H-9 CAP 232 at about 15 lbs. ?

150-200 RPM increase, less noise.
The H-9 Cap will be a great sport aerobatic flier. With the right pilot it will hooover. You will have 20-24 lbs of thrust
