RV-4 and ? engine

I just received the plans for the deBolt 1/3rd scale RV-4 from Model Airplane News plans. I have two major questions. First, does anyone have a copy of the January 1983 issue of Model Airplane News??!! The instructions for this aircraft were in that issue, but a call to New Age was unable to find that issue....too old!!!! The copy of construction article was hard to read in places and I would like to find the article. Second question.... I have a Ryobi 31 cc engine with magneto ignition and a Poulan 36 cc engine with no ignition (but have mag and coil to put on if need be). Which engine would be better for this aircraft?... according to the instruction article, the original weighed about 22 pounds and has a wing area aof 1766 sq. in.. The original was powered by a Quadra engine, but the displacement was not mentioned.
