dzy 26 cc engine problem

hi guys i ve got a 23 cc 2 stroke engine for a rc monster truck but i cannot get it started ive got a good spark a good fuel mixture (25:1) and good compression it's got a ShengQi Carburetor (TQ-986-6) that ive adjusted back to factory tuning and ive got the stock exhaust on. i have had the engine apart and noticed that the bottom half is full of fuel and oil is this normal ? any ideas to get it started will be much appreciated one thing ive also noticed when i try to start it and it fails to start i take the spark plug out and there is a light smoke coming out of the cylider

cheers mate ive definitely got a good spark because its bit me a few time trying it. i bought some easy start today and it worked in 4 pullsso now im going to get some fresh gasand try a 1:32 mix instead of a 1:25 mix and just run it a bit rich. one other thing i read somewhere that if you put an air lock in your fuel pipe and pull the starter cord it should draw the air lock though the carb this is to see if the carbs blocked can you shed an light on this

hi mate one other question i got ive got a bottel of STIHL Two Stroke Engine Oil 1LTR i was just reading about it and this is what i got

the thing is my truck has a 25:1 ratio so should i mix it 50:1 or 25:1</span>
