Default HELP, GAS ENGINE TROUBLE

when priming my mvvs 58 gas engine by closing the choke and flipping the prop, gas is sprayed vigorously back out the carburetor.
gas is not being sucked into the crankcase like it is supposed to.
this engine has reed valves, and i have replace old ones with new ones.
has anyone had a similar experience?
any help is appreciated

WHEN PLACING REEDS ON REED ASSEMBLY, SCREWS ARE SCREWED IN ENOUGH TO SEAT REEDS CLOSED FLUSH?
IS THAT CORRECT, AND WILL STILL ALLOW GAS INTO CRANKCASE? IS THAT ALSO CORRECT.

At rest with the engine not running, the reeds should be seated and sealed
