The #6.5 probably refers to the displacement of the engine, 6.5cc (Cubic centimetres). This is the same as .40cu (Cubic inches). Therefore the engine is legal for Q500 racing, depending upon it's exhaust system and venturi size.
If it has a muffler and not a tuned pipe then you are OK. The venturi diameter must not exceed 9.0mm dia. The engine must also be stock.

that venturi looks a littlelarge for 424 rules...what is the exact demencions of it...everything else looks fine and as long as u use a stock muffler than u will be able to race with it, depending on ur clubs rules.
