Does my set-up need tweaking??

My concerns: 10 minutes flying / 6 hours charging.... I'm using 3 2s packs and I charge each pack seperately. I have a thunder Tiger 1-4 cell charger. They are 4000 mah packs, but the charger faults at anything over 1.3 amps. Is this as high a rate as I can charge these packs? Also, the airplane flys ok when charged fully, but after a five minute flight, followed by a cool-down period, she won't ROG again.
Here's my set-up, any constructive ideas would be greatly appriciated.
Aircraft: Funtastic 3D 40
Prop: 12 X 6 APC E-prop
Motor: Mega 22/45/3 with a 1:2.5 gearbox
Batteries: Thunder Tiger 2s 4000 mah X 3 (6 cells)
ESC: Castle Phoenix 60
Servos: 4 Futaba S38 standard
Span: 50.4 inches
Area: 755 sq. inches
All Up Weight: 6 lbs. (including battery)
Performance is ok, but could be better....

Hi, I had the same problem with charging and finally got fed up with weak chargers and bought an Astro Flight 109, end of problems, Good quality and made in the USA, it charges all sizes of batteries but only LiPolys and Li-Ions. Norm
go to their site and look it up, it charges huge batteries in all kinds of combinations.
