I am looking at a couple engines to put on my SPAD combat plane. Trying to stay as low priced as possible I am looking at the Magnum XL-28A, it has .87 bhps at $61.99. And the GMS .25 ABC, it has .85 BHP at $64.99. Don't know much about either except they are about $20 cheaper than an FX with the same BHP. Any help would be appreciated.

You cannot go by those listed HP numbers. They mean almost nothing. They are not even reliable for comparing engines even in the same brand.
You need to try to look up the engines on here with search and try to read a little?
The Magnum 28 has some good things said about it on here.

The MVVS is the best mentioned so far , but you might want to check out the Cipolla Master .24. At $70.00 buck it's probably your best buy.
