webra 40 fuel ??

Which Webra 40 is it? Assuming it's a newer Webra 40GT or speed you should use fuel with 5% nitro. If you want to use more nitro get a set of head shims from Horizon and put in one of the thinner ones. That will allow you to go to 15%. Why you would want to I don't know.

A friend got this engine given to him in a 54 inch wing span PT19, When we tried to turn it over it would not turn over could not even move the prop.Worked on it till it was moving free. this is his first experience with Webra engines Plane was built about 7 years ago had some wing damage this will be his 5th plane

Only in the USA and it's holdings is nitromethane deemed so "necessary".
Nitro fuel costs more, but not as much more as in other places in the world.
Here in Israel, two-strokes on planes are run on 5% nitro fuel, 98% of the time.
Only four-strokes and choppers are on higher 10-30% nitro.
Dead-sticks are not as commonplace as you may think and response and power are not bad at all.
Rusty bearings are very rare, despite the very humid weather, because low nitro doesn't form as much nitric acid.
The Webra was born in Austria-Germany and as a good European, does not need any more than 5% nitro.
It will tolerate 10%, but will be better set up differently.

Is it a Webra .40 GT (ABN)or the old .40 silverline engine with a ringed piston?
well it might not matter much as all Webra engies like 0-5% nitro....and not more than 10% nitro anyway.
If an engine is hard to turn over ...and it has been run priviously on castor based fuel but has been sitting for many months or even years....then the ballbearings must be replaced.
