Default Which one is better?

Hey

I have GP Piper Cub 40 that needs an engine and I have a brand new OS 40LA and an old Tower .40.
Which one will be better for this plane?

I don't know about an old Tower .40, but the LA engines are very light, and it should be a great match for the cub.

The tower .40 was an improved OS .40FP. The LA.40 replaced the FP in the OS product line. Most informed people I talked to prefer the FP to the LA. The general feeling was that production costs were lower for the LA. Power also seems to have taken a beating in the change.
Fly what you choose, as for me I own a few FPs but don't even want any LAs.
