Default Need YS 91 Help

I have a YS 91 that I need help with. The problem is this. With the main needle open 1.5 turns, and the low end open 1.25 turns from the full clockwise posisiton, the engine is getting so much fuel that it won't start, fuel drips out the air intake. In order to get it started, the main needle has to be closed to the point that the engine does not get enough fuel above 1/4 throttle. I know the low end needle works backwards (out is leaner) but how much can I unscrew this needle, and will this solve the starting problem. Any help is very much appreciated.

the regulator plunger is either stuck or damaged. It must seal if the engine is to run properly.

Something similar happened to my 140L. It turns out that the regulator was blocked, and so, they engine was getting flooded all the time.
