Default dingo problems

I just bought a ys 140 (dingo) and started it for the first time today. The carb was frozen,wouldnt move, and upon dissasembly, had shavings in it. When i started it up it began backfiring like it was out of time, sounded like a rod knocking! Brand new engine. Has anyone experienced this?

Are those metal shavings from engine machining or plastic shavings from the fuel tank or elsewhere ?

Found this site on a similar metal shavings problem from a brass valve http://www.ee.oulu.fi/~tutanska/ (see f3a->ys engines problems). Are the Dingos manufactured in the same plant as other YS engines in Japan or are they subcontracted out elsewhere ? Very surprising quality problem for a top $ engine !
