Try adjusting the low speed needle for the idle and mid range. I am not an expert tuner but if the high end is ok then you need to go to the other adjustment. My experience with TT engines has been ok. I had one that was stubborn to start and another one that ran all the time like a top. Maybe the carb is faulty in some way?
