Perry carb idle problems

I have an older (Italian) Supertigre 40 with a Perry carb. I can't seem to get a decent transition from idle to full power. We tried adjusting the idle mixture screw (see pic) and if the idle is good the engine sputters when going to full throttle. If the idle mixture is set to give a good transition, the engine quits after sitting at idle for a few seconds (the time it takes to approach and land).
Also the HS needle valve is very hard to turn and does not have the spring loaded drag that others have. I'm pretty new to the hobby and even the more experienced guys at the field seem to think that this is a problem.
Any ideas anyone? Is there a place that I can find more info on this carb? The Perry web site does not have anything like the one I have.
