Magic / Inverted fours stroke problem

Got a Model Tech Magic with an inverted Magnum 52RFS on the nose. Carb is 3/4" below tank stopper so I installed a Perry VP-20 Oscillating fuel pump to compensate for tank height. Engine will not run at all with pump adjustment out more than 1/6 of a turn. With pump adjustment closed all the way and then just cracked open, engine runs but but shakes very badly and won't idle worth a hoot, seems very rich. Do I have a bad pump? Exhaust pressure tap is plugged and tank is vented to atmosphere.
