Default OS 7D Carb

I have an OS 7D carb from an old 1.08, and it came with 2 needle valves. One is pointy, and the other needle is more rounded. Which one is appropriate?

Whichever one adjusts to your liking. The pointy one will be much more sensitive while adjusting. They probaly supplied two, since the 1.08 used to also come with a venturi sleeve to allow low RPM use with excellent fuel draw, along with high rpm use and a large venturi.

Either needle will work. One may be more sensitive than the other, so use the one that's less sensitive.

I would use the restricter if I was propping it with a 15 or 16" prop. I would run it without the restricter if the engine is spinning at 11,000 or more with a 14" prop.
