Can anybody explain soft mounting a cline regulator?

They mean no mechanical contact between the regulator body and the engine.
A piece of foam rubber is enough to avoid mechanical contact.

It's like your servos... they are mounted on rubber grommets to avoid mechanical contact with the airframe...
