for the RTR's theres a not much difference other then the motor, the SS, has a unpainted body, heavier shock springs, pull start, heavy duty dog bones, primer on fuel tank, and a upgraded pipe...i am actually buying a ss in the morning, i already have radio and stuff so it was the way to go for me.

Actually, the SS and the .21 are the same truck, apart from, the SS has HD dogbones, a tuned alluminium pipe and a .25 engine, oh, and it comes in kit form. The RTR .25 has upgraded fuel tank, a 3 shoe clutch (SS and .21 have a 2 shoe clutch) and also some of the other parts have been improved, the rest is pretty much the same over the 3 trucks.

The new fuel tank is much better, as it does sort out the terrible 'self lean' problems the 21 and SS tank has, it doesn't 'solve' the problem, but is a vast improvement.

The SS is slightly quicker than the RTR .25 due to the tuned pipe, and obviously the RTR .25 and the SS are quicker than the .21.

The SS also comes without radio gear (rx, tx and servo's), the RTR .25 and the .21 come with basic radio gear (perfectly 'ok' but not great)

depends on price and mods you are planing to make.
if you are at this point planing to use it as a fun little toy go for the .25 rtr, good in it's stock form.
if however you think that you will go nuts with mods(budget allowing)go for the .21.
now when i say "nuts with mods" here is a short list
wasp or picco .26..........................180.
diff mod..........................................20.
header tank....................................15.
heavy duty drive shafts....................80.
rims and tires..................................90.
steering servo.................................60.
monster pirate steering mod.............25.
reverse........................................... 40.
mx-3 radio.....................................125.
alum. shocks...................................110.
temp gauge......................................40.
fail safe............................................30 .
cooling head.....................................65.
clutch up-grade.................................50.
16 tooth clutch bell............................15.
hump pack and charger.....................90.

total for a screaming basher.............1035.00+ cost of sav.21(350.00)+fuel,glow start,plugs,batteries(85.00)

grand total.......................................1470.0 0

it's no wonder my wife gets that look on her face when i say "honey, i need to stop by the hobby store for just a couple of small things"
