Yes, they are. What is not legal is non "real" human bodies.......i.e homersimpson, garfield, snoopy etc.
Though I've yet to attend a contest this year that has enforced the pilot rule

and...that rule is being dropped for next year and AFAIK it is not being enforced this year.....
