I have a P160 in my Rookie 2 with the ECU set at 125000 rpm, it is 35 starts old and with the GSU connect I am only getting an actually RPM of 104000. I have bypassed the filter to eliminate that, bypassed the main kero solenoid and try a brand new pump. I am getting a 100% reading on the GSU with the throttle fully open, so wht can't I get the full rpm/thrust ?

The problem is that the gsu is processing information from the rpm sensor or/and temp. probe that are not correct. So, to protect the engine, the gsu cut the rpm. But the nightmare is that often is the gsu that "invents" the malfunction. It hapened to me.
Get professional help, but ask what is the problem. Reset the gsu would be, probably, enough.

Hello,
This procedure should reset the control of the turbine back up to full RPM. The next time you run the motor, hook up the GSU and let the turbine idle. Press and HOLD the "Manual" button. While holding the manual button, throttle up relatively slowly (5 seconds to full power). Leave the turbine at full throttle for 30-40 seconds. Keep holding that button the whole time! Release the button after 40 seconds and retard the throttle, then recheck full power RPM.
BTW what pump voltage were you seeing at full power?

Hello Mr Matt,
Thankyou and you are a legend, that fix the problem and it's top rpm is now 125400. The pump voltage at full power was 3.9V.
Thankyou
Simon
