§ 95.645 Control accessibility.
(a) No control, switch or other type
of adjustment which, when manipulated,
can result in a violation of the
rules shall be accessible from the
transmitter operating panel or from
exterior of the transmitter enclosure.
(b) An R/C transmitter which incorporates
plug-in frequency determining
modules which are changed by the user
must be type accepted with the modules.
Each module must contain all of
the frequency determining circuitry including
the oscillator. Plug-in crystals
are not considered modules and must
not be accessible to the user.

EFFECTIVE DATE NOTE: At 61 FR 46567,

§ 95.643, effective Oct. 4, 1996.
So my question is, Why can we not change crystals on the non-pcm jr radios? Why are crystals sold to us (enabling us to do so) and why are the transmitters not illegal? The cystals are all accessible on my 631, 662, and 421. Why aren't the crystals soldered in or in an inaccessible location? I'd like to meet 10 RC'ers that haven't changed crystals in tx's. Any answers? BTW, not pickin' on JR (loving my 9303). Tx's are mostly all like this.

RE: changing crystals
The crystals are glued into the transmitter here at Horizon. Being PCM doesn't affect it, changing the crystal in any transmitter is against FCC regulations. The crystals are sold so that if you have an issue with one, you can replace it, not to change channels. That may be true on the users who have changed them, but it is still against FCC requlations. Having numbers of violators doesn't make it right or ok. Your post doesn't include the entire laws on frequency changes, there are regulations against it.
