do most people cover control surfaces first, then hinge, then seal the gap or cover after the control surfaces and hinges have already been glued on? this is my first kit and am looking for the easiest way but am also wondering what the majority of you folks do.

Concur ... I cover then hinge. It makes for an easier and better job.

First. Cut hinge slots
2nd. Cover
3rd cut slit in monokote at hinge slots
4th glue.
