Default Building TP P-40E

Im was looking in the maual & plans to see how the tail wheel is assembled & i am confused its says to attach the black ball on the end of the copper sleve. What is the purpose of this it doesnt say why to do it ??? am i missing something ???

The black ball and sleave is attached to the preformed tailwheel gear as shown in the construction manual. The rudder and tailwheel are linked together by a nylon two-ended ball link socket. See page 31 and 32.
