I imagine that given the resources and skill.. anybody could make one. 
Are you asking if there is a well known method for creating your own wing and/or fuse jig?
If so - good question! I too would be interested in building my own. I have the resources.. just don't know where to begin.

Go to RC Flight Unlimited website and click on construction. There is a section on building your own wing jig and fuselage jig.
