F. Noll Cristen Eagle balance issue.

Default F. Noll Cristen Eagle balance issue.

A fellow club member has a Frank Noll Cristen Eagle, built from the kit, and powered with a Brisson 4.2 motor. He has discovered that it takes 24 ounces of lead...on the horizontal stab, in order to get it to balance on the designated CG. This sounds like something is wrong, and he is not flying the plane until this unlikely problem becomes resolved. Does anyone else have relevant comments to make about achieving correct balance on this plane.
