Default Laminating

I'm building a Sig Fazer and just started the wing, but the first step says to

"Begin the wing construction by laminating four 1/4" sq. x 11" balsa doublers to four 1/4" sq. x 24" wing spars as pictured in the photo."

What does it mean to laminate two pieces together?

Glue em! Sounds like they mean to double up the inboard portion
of the spar. So the first 11 inches would be 1/4 X 1/2 and the
remaining outboard portion would be 1/4 x 1/4...

When glueing, I would keep them clamped until dry.
