PP Convertable Questions

I'm building the Peck-Polymer's 32" rubber-powered Convertable kit and have a couple questions for anyone that might be familiar with it:
Do both the floats and wheels go on this model at the same time? I'm not quite clear on how to attach the floats. Should they be over the wheels, beside the wheels, or in place of the wheels?
There only appears to be a float for the rear. The same question applies: is the float permanently attached on the rear, or should there be some sort of rear wheel or tail skid?
I've never used a de-thermalizer. Should I? I don't know much about them; like, do they require a lit fuse, or is it rubber-band activated?
There's really no specific instructions for the DT on this model. Do I really need it? If not, do I just glue the stab and rudder in place?
