My notes (don't know the origin of the notes) indicate:
Eliv 9/16
Rud 1 5/8
Ail 1/4
CG 5 5/16" back from wing fuselage joint.
My experience with several Cougars indicates the ailerons should be reflexed, the aileron travel should be plenty although it seems small, and the CG should be well forward for the initial test flights. I will start out with 80% low rate on all but the elevator.
Have fun.

Cougar
Eliv 3/8
Rud 1 1/4 - 1 1/2
Ail 1/4
CG 1/2" back from the leading edge at the wing tip.
I have a King Cobra and several Cougars. After rereading the information wasn't very clear.
