can anyone identify this plane I need to know the proper cg of this plane THANKS

No idea.

I think, as a Rule of Thumb, the C.G. is 23 to 25 % of the total wing depth in from the leading edge. On a non-tapering wing like that model has it should work out. When in doubt, keep it nose heavy and gradually adjust it rearward.

And low-wings are CG balanced while upside-down.
