Well it depends on what your definition of "best" is.
If you're looking for something that's powerful then your going to have to consider the SK50A, GMS40 or ST40 because these are all good, strong BB engines.
However, if you're looking for a great, ultra-reliable, zero-maintenance engine for a trainer or other application where simplicity, ease of use, low weight and flexibility is more important then the TT42GP is a winner and the OS40LA is not far behind (but way-down on power).
I can't comment on the JBA .39AR because I've not had one.

If serious power is wanted for under 60$ nothing beats the ASP, SC or Magnum 52 xls (they`re all the same engine) It can be had for 55$ at the right place. If you get it make sure to set the lowend needle at only 0.5 turns out from closed or the engine will not run properly. Let me add that I absolutely love mine even though I had to replace the front bearing after not too many gallons, no biggie

How can a person respond without knowing how the engine will be used? Both the type of airplane and the experience of the modeler. The recommendation should change significantly depending on those two factors.

Assuming he ment 40-53 size engines there`s not that many to choose from (for 60$) and I think most have been mentioned above. If smaller engines is ment, then I guess there are plenty more to consider. It is mostly the choice of propeller that is determined by what kind of plane the engine is mounted on, not the engine itself. Remember we`re not talking Jett`s or Nelson`s for speed planes here

OK, for those wanting more specifics, it's for an experienced modeller (but not an expert). It will be used on a .40-sized sport plane (perhaps a Big Stik .40 or a Tiger 2) and it will most likely use a 10x6 or 11x6 prop depending on which is more suitable for the engine selected.
Asmund - I haven't found a reliable source for Magnum/SC/ASP engines in the .40 to .52 size range for less than $79.99 plus S&H. Any idea where they can be found for less?

It seems they are out of the 52 at this time but the 46 should be close in power. However the 52 is more powerful in the same package and weight. Check in a little later on to see if they are in stock again. My 52 xls outperforms my friends 61 fx by far, so it has some serious power for it`s size

Peak have replaced the Sany/ASP 52 with the 53 and it looks as if the new one is a *dog*.
A friend got two of these (they arrived yesterday) and they have virtually *no* compression and zero pinch (yes, they're ABC).
They barely put out as much power as a standard TT46Pro, pulling only 12,200RPMs on a 12x4 after break-in.
The 52 may have been a rocket (I've got two and they have a *lot* of pinch) but itseems that with the 53 they have bored out the cylinder to get more displacement but forgotten to make the piston correspondingly larger in diameter ;-)

Well, it looks like I'm on the wrong side of the globe for doing business with Peak Model. Their pricing for Sanye (Magnum, ASP) engines is terrific, but having them shipped from New Zealand to Nebraska is cost prohibitive. The Sanye .46A 2-stroke would be a bargain at $56.20, but I'd have to pay an additional $28.76 for shipping and handling. All of the engines I listed as poll choices could be delivered to my house for well under $10 s&h. I don't know of a source for Magnum/ASP/Sanye engines here in North America that could match the sub $60 pricing that Peak Model offers.

Well they did have alot of problems from the 52 (magnum). This seams all about price ($60) Biggest bang for the buck is the SK50 , Don't even think about OSLA or TTGP And if it is totally price the ST40 is the long term investment bargin at $10 less.

I voted for the ST .40, the LA .46 would be an excellent choice also at only 8 bucks above the poll.
The ultimate choice might be the SuperTigre 45 at $4.99 over the poll price.

I have had the OS 40la engine for quite a while and have had no maintenance issues. If you want a reliable engine get this, but If you want a powerful engine I would go for the Magnum .52

I second the TT42GP for a good bushed sport engine. I've got one on the club's trainer and it's been through hell -- yet still puts out far more power than an LA40.
This engine has been over-used and well-abused, yet it keeps on ticking over like a well-oiled machine. It was siezed when I tried some 20% nitro fuel in it -- but suffered no apparent long-term damage. It has been driven into the ground half a dozen times but still starts immediately, has a throttle response that puts many far more expensive twin-needle engine4s to shame, and is just a lovely little engine.
It's also quite light for its power output -- if that's an issue.

Having many engine in the 40 thu 53 range (many more 2 and 4 strk thru 1.2)) the ST 40 still gets my vote ringed steel liner $50
it had a very short life as glow and wears a davis diesel head have never had a carb issue sort of a super timex
cheap and works well martin
forgot has the economy muffler too conventional not that hugh garbage can that either siezes or falls off and looks like h##ll

Almost as if on cue, the nice folks at Global Hobby are having a sale on Magnum engines, from now through April 1, 2007. The Magnum XLS-46A is on sale for $59.99, so I have added it to the poll choices.

Those are good deals. I just got my Jan 07 issue of Model Aviation and the Hobby People's ad still has the high prices. I sure hope they update thier website soon. Thanks
