Warped rudder

Building the GSP Mosquito. Seems the rudder is warped. It is not monocoat or ultracoat covering. If it were I could easily heat and restore the shape. I do not know what it is covered with. Paper,silk? it is painted not fiberglass and is wood framing. Any tricks to straighten this type of construction material??? Thanks [

The frame work is covered therefore I cannot damped the wood frame. The problem is the covering. If I knew what it was made of , maybe I could come up with a solution.......

Which is the same thing used on the tails...
I assume that means sheeting over foam.
