FS 40 Stuck valves

Was given a FS 40 that has not been used in over 15 years and is gummed up. I was able to free up the throttle barrel and the crank. However, when I turn the crank the valves do not open and close. I pulled the backplate and the crank is moving the piston up and down, but I cannot see the front cam gear.
The small access cover on the right side at the cam gear, I can take the screws off, but I cannot get the cover off. It will turn around but not come off. How do you get it off and how do I get the lifters out? I took the nuts off of the rocker arms, but the allen screws will not come out.
Is there anywhere that I can find disassembly instructions?

To remove the cam cover, just heat the case a bit...or you can use pliers to grab the cover, but that marks it up. To remove the valve lifters, you need to remove the cylinder head, pushrods, and pushrod tubes. Then they can come out.
There are no disassembly/assembly instructions available. These are very, very simple engines. Just download the instructions, which will have an exploded diagram.
