I have a fairly new O.S. 46AX and cannot get it to idle below about 3900 RPM. I have followed the instruction manual and reset the LSN and adjusted for peak RPM with the HSN and still cannot get it to idle. I have run the LSN from the 3/4 start point suggested by the manual out as far as maybe 2 1/2 turns and nothing seems to be helping.
Any suggestions would greatly be appreciated.

First off, make sure the low-speed needle is set so that it's very, very rich. You do not adjust the low-speed needle until the engine has had a chance to become run-in and has the high-speed needle properly-adjusted. Start out with both needles rich and fire up the engine. Leave the battery on the glow plug and open the throttle to full. Now, you can begin to lean the high-speed needle. Once the engine is propely-adjusted for high-speed running, retard the throttle and start to work on the idle mixture. You'll eventually find a combination of RPM and needle setting that will give you a decent idle with good acceleration. Any idle below 2,500-2,700 RPM is considered "good".

Put it back whe re it initially was then go from there. You must first get engine properly broken in though to have succes.It should only take very little adjust from original to achieve good low speed.

Page 23 of the manual describes the initial setting of the idle needle:
Close the throttle until the throttle opening is just barely closed. Turn the idle mixture needle clockwise (gently!) until it stops. Now back it out 3/4-turn. That's the starting place.
