You need to make a formal app, and it helps to have the backing of a current mod. Other things that work in your favor are of course good communication skills, good written language, patience, maturity and thicker skin than a 20 ton rhino. PM me if you are seriously thinking about it, though I wouldn't expect anything to happen in the near future. The wheels grind slowly at the moment, the management have bigger fish to fry right now.
