Default need quick guide lines on tuning 2 & 4 cycles

Hey guys,
Been awhile since I ran a 2 cycle motor, what was the guide lines on the pinching the fuel line to check fuel mixer?

I do have the 4 stroke procedure figured out, but have a friend with a Saito 100 and can't get the bottom end right.
If you rev it up, than cut the throttle to idle, it takes like 15 seconds to come down than it dies.
Is that a rich or lean setting?
