There are numerous cutters of vinyl graphics and graphics masks. One or more used to (and may still) advertise here on RCU.
GaryS can answer this: Does Jim Allen, FastLane Graphics, cut vinyl graphics, or just masks?
Cutting flames by hand is tricky. It's hard to get the right look. One thing you can do is search using Google.com and save some pictures of masks that some companies have on their web site. Then manipulate the picture and print it out in the right size on your printer. Then you can just trace your printout with an Xacto on your trim. But keeping everything together is a challenge. Frisket paper makes that easier.

If he can cut masks, he can cut vinyl. He'd just load different material and weed out different parts depending on what he wanted to use.
For masks, he'd weed out the flames and leave the surrounding mask. For vinyl, he'd weed out the mask and leave the flames. I cut both and don't even have to change the cut depth.
He's got vinyl so I know he's cut it in the past.........

Tony is right, I do make both masks and vinyl. My color selection is limited to fairly standard colors like white, black and red, but can look into getting some material of some other colors if needed. Send me a private message and we can talk about it.
