Ok I posted this on NMPRA too, I just read the new rules, and it says the set backs for 428, 422 are 300ft to the judges. Then it just says that everyone else is behind the judges. Or at least that's what it shows in the picture. Is this correct??

Correct, 300 ft. from the pylons to the judges and 450 ft. for the pits and spectators. The only people on the course are the starter, assistant starter, pilots and their spotter. anyone closer than the 400 ft. line must also wear a helmet.

Well, I see what you mean now!! The distance beyond the judges for the pits was called distance "C" in the 2007-08 rules and is now eliminated from the field layout for the 2009-10 rules. Since this distance was never listed in the text, I would say it is not a current rule. I will not move my pits any closser than the 450 ft. we have been using, but I can see how this may make a few new sites work with a smaller footprint for the field.
Might prove to be an interesting point!

I have been trying to compare the new rules against the old rules and the only difference I can see right off the bat is the elimination of the 150', (450' total), setback for the spectator line on a 3 pole course. Are there any other real differences that are noteworthy in the new rules?

The setbacks in the new rulebook is correct. 300 feet is the distance required to satisfy AMA Insurance. The 450 foot setback in the previous rules was incorrect, and just fixed for the new rules. I verified this with Pete Reed who heads up the pylon contest rules board.
