If you would like to know how to balance a spinner, then...............
Balance the backplate first.
Then balance the cone with the backplate.
This backplate was out of balance.
Balance the backplate first as the cone and backplate do not join the same every time.

Drill into the backplate to lighten the heavy side.
The red arrows show where shallow holes were drilled to lighten the heavy side. They were not drilled all the way through.
