A 20 amp ESC is appropriate for that motor. You have to use the continuous rating for the ESC to match it to a motor, because that is how much it can handle in normal operation. The max rating is what it can take for a few seconds and not burn up.

ESC should be rated for at least 20 Amp continuous, I would recommend that you use 25 continuous rated ESC for best results.
Going with a minimum match is not a good idea, in electronics you would like to have at least a 20% safety factor.
