What is this?

This was on the front of a Thunder Tiger .46 I bought. Anyone know what it is?

New or used engine?

Looks like a pully for a belt drive/belt start and a fan for cooling in a non airplane application.

Maybe one of the car/buggy guys or maybe a heli guy will know what it is and chime in here.
