source for navy decals

If all else fails, why not scan them into your computer, size them, and print them out on water slide decal paper ?
I scan the decals from all my planes into the computer so I have readily available if I screw up or need them for a repair.
I get my decal paper from http://store.yahoo.com/beldecal/inkjetdecpap.html I usually get clear and white paper.

If your local hobby shop doesn't carry them check another shop. From what I saw on your picture everything is available on standard decal sheets. If you need to order them check tower hobbies and hobbico they sell sheets ex. stars, navy, army, stripes etc. Another way is to fin a company that makes you size plane and order a set from them.

Sounds like decal paper is the way to go. No problem for the insigna, it comes with the kit.
Need decals mostly for letters and numbers. The computer will give me any font that I need.
