I'm building a Great Planes Super Kaos 60 kit. I am just finishing up the first wing panel and are wondering if i have to cover it before of after I atach the panel to the fuselage?

The wing gets bolted to the Fuse so it can be removed for transportation. You will want to cover it after the plane is complete, but the wing and Fuse never get Joined into one unit.
