Default Perry Pumps

My question is: Will a Perry VP-20 fuel pump inhibit fuel flow when the engine is inactive? I recently completed a U-Can-Do 60 with a Saito 100 mounted inverted. Once the engine is primed, the fuel hydrolocks the cylinder as it continues to flow drastically. With the Saito inverted, the fuel tank is quite high above the carb. Looking for suggestions as I prefer the engine mounted inverted.

Thx for the info. I decided to order the Cline Fuel System, uses less space under the cowl.
