Default Buffing question on Acrylic laquer paint

I have just finished painting my seaplane with Dupli color Acrylic laquer. I noticed that is has some spots that are dull while others are shinny. I was just wondering if anyone knows if there is a way to make it all look the same ?

Should I buff it with something ?
If so what should I use ?

If the plane was painted during humid conditions, you probably have paint blush, and no amount of buffing will get rid of it. You may have to re paint when it is dryer.
