Yes it is a Lockheed Vega,
Picture taken at Van Nuys California airport (VNY) just after a world speed record run, I believe it was 182 mph.
However , one month later Pancho (Florence) Barnes bested Amelia's record, and did it in a Travel Air Mystery Ship.
If you purchase and watch the DVD -documentary-movie on Van Nuys titled One Six Right, www.onesixright.com you'll see this story on the DVD.
By the way, the DVD "One Six Right" is an AWESOME video on aviation, the best I've ever seen!!!
