The Tower 46 is a crapshoot. Some folks have do well with them others hate them. I fall into the latter category. The 75 seems to be a little better not as many complaints.
If you are new to rc engines I would stay away from them. If you have a little experience they might be worth a shot.
For me the best deal on a 46 is the TT pro46 and instead of the Tower 75 I would just go with a 90 like the OS90 or ST90.

Tower engines are made by (or used to be made by ) GMS, but with a different carb. The Tower engines are a crap shoot. If you get a good one, it is great, if not, you will have a lot of frustration.
I have owned 2 tower 46 engines. While they had a lot of power, they would not idle for beans and the transition "left much to be desired". For about the same money as a Tower engine, get a Thunder Tiger Pro 46 or an Evolution 46 NT. They have almost as much power and none of the negatives of the Tower engines.

I've currently got 4 of the TH .75 engines. I had 8 of them at one time. I've only had to send one of those engines back for service.
I love them. Easy to tune. Easy to break in. Excellent power. Good carb.
I run them on 5% Omega fuel. It's got 30% Castor oil and 70% synthetic. Total oil volume is 17%. I use Tower plugs in them. I have 2 of them on Cline regulators in 40 size 3D planes. Both of those engines are mounted inverted. The engines tick over like a Swiss watch. Day after Day. Gallon after gallon. Since I run most of these engines on 3D planes, I use a Pro Zinger 13-5 prop or an APC 13-4W. Guys at sea level are getting a bit more HP out of them than I am, but I'm not complaining. These engines will hover a 6 pound airplane at just a little over 1/2 throttle. Pull out is ballistic. You ever seen a 6 pound airplane accelerate to about 60MPH when pulling out of a hover? It cool!!
