Default Big block or Small block

Why do i see some of the buggys with big blocks and some with small block. Does the big block make the buggy illegal to race? Or does iot matter what motor you run in these cars. I would think a big block would be alittle bit much? Just wondering I am new to bugggys and just wanted to know what the difference is.

anything bigger than a 21 is illegal for racing but at club level i highly doubt anyone would say anything. but the 24-28 are to much for buggy IMO, and they get less run time. a 21 can do anything a bigger engine can do and use less fuel.
